Our client is an investment and market-development organisation with operations and workforce interests across key African markets, including Nigeria, Kenya, and Mauritius. As its African footprint evolved, the organisation needed a more structured approach to managing employment, payroll, tax, immigration, and compliance obligations across different jurisdictions. With an immediate need in Nigeria, the client required support for a senior expatriate employee while also reviewing the employment and tax implications of its local workforce structure. To bring clarity and operational control to the transition, the organisation partnered with Workforce Africa through an Employer of Record solution.
The challenge was not simply about supporting one employee. It was about managing a sensitive workforce transition involving expatriate compliance, employee classification, taxation, immigration, and operational continuity. The client’s expatriate employee in Nigeria had a work permit approaching expiry, creating a time-sensitive compliance concern. At the same time, the organisation was transitioning its operating structure to an international entity and needed to assess the tax and employment implications for its Nigerian employees. Several moving parts needed to be addressed simultaneously, including immigration documentation, statutory obligations, payroll compliance, employee movement from contractor arrangements into a formal employment structure, and concerns around how the transition would affect employees. For an organisation operating across multiple African markets, these issues could quickly become disruptive if handled without the right expertise. The client needed more than advice. It needed a partner that could translate complex local requirements into a practical, compliant, and workable workforce solution.
We provided a comprehensive Employer of Record and workforce compliance solution in Nigeria, supporting the client through expatriate management, employment transition, payroll, tax, and HR compliance requirements. Workforce Africa supported the transition of the Partner and West Africa Director into a compliant employment structure, prepared locally aligned employment contracts, managed payroll administration, handled statutory remittances, and provided benefits administration support. We also guided the client through expatriate requirements, including quota considerations, ECERPAC application support, visa and work permit processes, and immigration arrangements for dependants. In addition, Workforce Africa provided direct tax assessment and advisory support for local Nigerian employees as the organisation reviewed its revised operating structure. By bringing employment, payroll, immigration, and compliance support together under one partner, we helped the client move from complexity to a more structured and manageable workforce model.
The partnership gave the client greater confidence during a critical workforce transition. The expatriate employee’s continuity was protected, employment obligations were structured more effectively, and the organisation gained stronger assurance that payroll, tax, immigration, and statutory requirements were being managed correctly. By adopting an Employer of Record model, the client reduced the administrative burden of managing multiple workforce processes internally and created a clearer structure for supporting employees in Nigeria. The transition from contractor arrangements to compliant employment was managed with greater clarity, reducing uncertainty and supporting employee confidence. What could have become a fragmented and high-risk workforce challenge became a more stable, compliant, and scalable operating model for the client’s continued growth in Africa.
